You're right, if the Upload to Computer setting is off, the app should not automatically forward the photos to the computer.
When you say they are uploading to the computer, are full-size copies of your original photos being saved to your photo destination folder? If you are uploading your photos to any online destinations (Flickr, Facebook, Eye-Fi View, etc.), thumbnails will appear in Eye-Fi Center, but the originals should not be forwarding there.
If the full photos are transferring, please open your card's settings in Eye-Fi Center and disable Eye-Fi View as well as any online uploads in the photos/videos/RAW settings.
On the Android device, please uninstall the Eye-Fi app. In the Eye-Fi Center program on your computer, right-click the Android device, choose Deactivate, and remove it from your account. Now, reinstall the Eye-Fi mobile app, sign back in, and pair the card to Android again. Make sure Upload to Computer is turned off. From the main app screen, open the menu and choose Status. Shoot some new photos onto the Eye-Fi card, and watch the Status screen to see if the app uploads photos, and to where. It should only receive them.
After this test, restart Eye-Fi Center on the computer. Do not agree to receive files from the Android device on the computer. Open the settings for the Android device, and enable photos/videos/RAW to save to the computer. Take some new photos onto the Eye-Fi card and see what happens.
