Initial Setup Using iPhone Mobile Hotspot 4 Wifi Network

I have Windows Pc tethered using an iPhone 4 via apple cord as my Internet connection, and the iPhone is my wifi router for my home. My desktop pc itself does not have wifi. I am using that PC to plug my card reader/ Eye-Fi card into and doing my initial setup to allow direct transfer from my Nikon D5100 to my iPhone 4 with the Eye Fi app. Is this even possible, or do I have to be on a network where my phone is not being used as the wifi router? I have experienced a similar issue before where my password app can not sync devices if my phone is used as a router. I would have to have the phone on the same network as my devices where the phone is not the wifi router. I suspect that might be why I am having difficulty. Taking my desktop to a Starbucks is out ; )

BTW, there was a way around the password app situation. I sync using DropBox.

No help? I wanted to do direct transfer. At this point I just have an expensive memory card that is going back to Amazon.
