1. How are you verifying that the photos are not geotagged?
2. Are any of the photos getting geotagged?

"The issue as you noted is not directly related to what is in the Google geodata database but is related to changes in how Google returns data via its geo APIs.
The Eye-Fi engineering team as well as the Eye-Fi product development teams are currently working with our geodata partner, Google to improve the results provided from their database. Unfortunately, the methods they use to return location data to us have recently changed and as a result some users like yourself are reporting that geodata that used to be provided are no longer being returned and therefore not added to user photos."
