Pictures NOT Uploading from Iphone4S to PC(Windows)

I am having difficulty in getting pictures taken with IPhone4S to upload to my PC. I am NOT using wireless.
I am using 3G. Before moving to the Iphone4S version it seemed to work better. Kinda independable at this
stage and really need to get fixed. Help!!
